The Committee on Public Health recommends that the Parliament forwards the Bill "On Doctoral Self-Government" for Further Elaboration

The Bill (Reg. No.3539) determines the system of doctoral self-government agencies, the procedure of foundation, principles of activity, authorities and functions of the National Doctoral Association and its local centers.

Pursuant to the Bill, a single national self-governing doctoral organization, i.e. the National Doctoral Association, should be established and authorized to perform professional activities.
